Bid procurement variants: open competitive, invited, negotiated, and phased/fast-track
One-line orientation
How a project goes to bid — who can compete, whether price is negotiated, and whether packages are issued in phases — determines speed, cost control, and the owner’s risk exposure; the exam tests the distinctions between these variants.
Key points
- Open competitive bid: The project is advertised publicly; any contractor meeting minimum qualifications may submit. Produces the most price competition. Public projects generally use open competitive bidding, but local rules may screen contractors before bidding through prequalification.
- Invited (prequalified / preselected) bid: Owner assembles a vetted short list of contractors before solicitation. Bidding process is competitive within that pool. Combines price competition with quality assurance over the bidder pool.
- Negotiated bid: Owner and a single (or very small number of) contractor(s) negotiate price and scope directly. Negotiated work gives up open price competition in exchange for direct selection and negotiation. The final price may be higher, but a premium is not guaranteed.
- Phased / fast-track bid: Design and construction are overlapped by issuing multiple bid packages in sequence as design portions are completed. Early packages (site, foundation, structural shell) go to bid before later packages (interiors, MEP) are designed. Compresses overall schedule; increases coordination risk.
