Substantial Completion vs Final Completion: what each milestone triggers

At Substantial Completion, the owner can use the work for its intended purpose even though minor items remain. At Final Completion, the remaining contract work is finished and the architect can certify final payment.

• Substantial Completion = the work is sufficiently complete that the owner can occupy or use it for its intended purpose, even though minor items remain. It triggers a cascade of consequences:
  • The contractor prepares and submits the punch list of remaining items (A201 §9.8.2); the architect inspects to verify what is complete.
  • The architect issues the Certificate of Substantial Completion (AIA G704-2017), establishing the date.
  • Retainage may be reduced or partly released as the contract permits (a defined sum is often held back for the punch list).
  • Keep three clocks separate: the A201 correction period, express warranties, and statutory deadlines. Each follows its own governing terms.
  • Responsibility for insurance, utilities, maintenance, and security typically transfers to the owner.
• Final Completion = all contract requirements are met, including every punch-list item. The architect performs a final review and issues the final Certificate for Payment, which authorizes the final payment and release of remaining retainage.
• Sequence: Substantial Completion → punch list completed → Final Completion → final payment. Final-payment claim waivers depend on the governing clause and any written reservations; do not assume the owner and contractor waive the same claims.
