Fire rating vs flame spread vs smoke developed

One-line orientation

Three fire metrics get constantly swapped on the exam: fire-resistance rating (an assembly, in hours), flame-spread index (a surface, Class A/B/C), and smoke-developed index (smoke quantity) — each measures something different and is used differently in code.

Key points

  • Fire-resistance rating — the assembly. How long a wall/floor/roof assembly resists fire, heat, and smoke passing through. Measured in hours, via a standardized UL test (consistent flame on one side; a “2-hour wall” survives those conditions for 2 hours). Real fires vary, so field performance can differ.
  • Flame-spread index — the surface. How fast flame travels across a finish surface (carpet, wallcovering, ceiling tile), tested per ASTM E84 / UL 723 (the tunnel test). Reported as Class A = 0–25, Class B = 26–75, Class C = 76–200, with Class A the best (slowest spread). Used to regulate interior finishes/furnishings (IBC 803.1.2).
  • Smoke-developed index — the smoke. How much smoke a material produces when burned — an inhalation hazard (smoke is a leading cause of fire deaths). Measured in the same ASTM E84 test but regulated separately: every class (A, B, and C) caps the smoke-developed index at 450 (IBC 803.1.2).
  • Different test, different code use. Fire resistance → assembly hours (Table 601 world); flame spread + smoke → interior finish requirements. Don’t apply one metric’s threshold to the other.

Class A is the best flame-spread class (0–25), not the worst. Smoke-developed index is a separate limit.
